It has come to the notice of the MEWRA committee, that a business that has a proprietary interest in the property at 1a Bareena Drive, Mount Eliza (corner Humphries Road), is planning to apply to the Mornington Peninsula Shire Council for a permit to develop a large commercial child-care centre on the block for 134 children.

The proposal has been advertised by ASL Real Estate on its website[external site], and has also been advertised on the Real Commercial website[external site] . A copy of a document from one of these sites, showing some details the proposed development, can be downloaded here.

The area of the property is a approximately 2700 sq metres.

The MEWRA committee considers this to be an inappropriate site for such an intense development. The plans put online by ASL Real Estate show a building and sealed carpark covering more than 50% of the site. The maximum ‘impervious cover’ allowed under the Mornington Peninsula Planning Scheme for this block is 25%.

MEWRA acknowledges the need for adequate childcare places in or near any residential area, especially where there are young families. However, 1a Bareena Drive, is not a suitable site for many reasons, including traffic congestion and street parking in the vicinity of the site making traffic movement very difficult.

When the plans to develop a childcare centre on the site first came to MEWRA’s notice, the committee organised for a letter drop to residents in the area (February 2023), to advise them on the plan and to give them some advice on how to lodge an objection to the Shire council once a development application has been lodged. A copy of this letter can be downloaded here.

When an application for a development permit is advertised on the Mornington Peninsula website, MEWRA will create an update of the letter to residents and will organise another letter drop. MEWRA will also post updated information on this website.

If you want to lodge an objection with the Shire, you will nominally have 14 days from the date the development plan is advertised, although you can legally lodge objections up to the day on which the Shire makes a decision.
