As happens in every municipal area, Mt Eliza Woodland is subject to development pressures. There is a robust scheme for development applications, which initially involves applying to the shire council for a permit. If this is not given, the aspiring developer can appeal to VCAT (Victorian Civil & Administrative Tribunal).

MEWRA monitors planning applications and will consider intervening in cases where it considers a proposed development to not be in the interests of Woodland residents or the proposed application would be in contravention of the Planning Scheme.
